I am summarizing a few of the answers I got. The opinion in general is that it is difficult if not impossible to get an F-1 in Canada; however one may cross back into the U.S. even if the visa application is rejected. However, it is worth trying because, unless her request is turned down and, subsequently, the rejections is stamped in her passport (unlikely !) she can re-enter the US as she is on F-1 status right now, is she not ? Trips in Canada for less than 30 days can be executed provided the I-20 is updated porperly (yearly signatures) showing the existence of F-1 status. She only needs the F-1 visa you are talking about just because she is going to re-enter the US by coming from outside the US-Canada-Mexico continuum. Conclusion: IMHO go for it ! I am not the one who is offering help, but the one in a similar situation. Would you please either forward the replies you get, to me or summarize and post. I need to do the same, since the horror stories are increasing. Yesterday one of my friends returned from India. He is on J1. They asked him to come to embassy three days (Bombay) and finally gave him, but with a stamp that he can not adjust his visa to anything else later. This stamp bugs me more than rejection per se. I didn't get one. The officer politely told me that they were undesrstaffed and couldn't take care of 3rd country applicants. I don't know if that is considered a rejection... he didn't stamp anything on my passport. Getting back to the US was no problem though the guy at the border was rude. ---- I believe getting a F1 stamp is almost impossible. The consular officer would tell her that they really can not verify strong ties with india in canada. Would most likely suggest go to home country, India. I speak from personal experience. After rejection last year I took a risk and went to Delhi, luckily things worked out well.
