This whole series of questions assumes that you can actually get the **visa** in the US. Unless INS and the State Department have completely changed the way they do things in the last year then I don't believe this is the case. Visas are issued by US consulates outside the US. Does anyone KNOW differently? What you CAN do within the US is apply to INS for a change of visa status (F-1 to J-1). This does NOT mean that they give you a new visa, just that they note that you now have a different visa status. Check with the person who issued your IAP-66 (indeed direct your questions to them, they should know an awful lot more about this and your case in particular than the net community). If your paperwork is current and in order (specifically your IAP-66) you should be able to get your new J-1 visa at any US consulate, be it in India, Britain (shudder), Australia or upper woop woop.
