Evidence consists of at least two of the following: * Material written by others about your work, * Being a judge (e.g. reviewer) of the work of others, * Evidence of alien's original research contributions, * Authorship of books of articles in journals with international circulation, * And two more which (I think) are more difficult to meet. Also you must have three or more years of experience (teaching or research). Doesn't specified how many publications, etc. in order to qualify. Has anybody gotten the PR without labor cerfification? Mere submission of mentioned evidence does NOT support an application. You have to have HARD documents to show you're INTERNATIONALLY OUTSTANDING. If you read the Act carefully, you'll find that OUTSTANDING means INTERNATIONALLY OUTSTANDING. Keyuan
